Strange thing, though: when my family was stuck in the Sunset neighborhood of San Francisco a year or two ago with no cell phone and needing to make a call, we found the neighborhood to be relatively swarming with working pay phones.  I'm guessing there are a lot of people there without the credit or pile of cash to get a cell phone plan.  But the fact that one has to think to an immigrant enclave for a counterexample just sort of goes to indirectly prove the point.</description>
